try to follow the install instructions for a shark.  Note that the instructions say

     Place the installation kernel into the TFTP server's download area.

        server# gzcat .../shark/installation/instkernel/netbsd.gz >
			   /tftpboot/shark-inst

note that

1)  there is nothing in installation/instkernel

2)  in the binary/kernel directory there is no a.out version of the INSTALL kernel.

probably easy to add objcopy to the build somewhere, but its not a part of the
system I'm familiar with.

also either put an install kernel in the installation directory or change the
INSTALL doc to reflect the correct location.
