 Because that is built from the "netbsd-3-1" (NetBSD 3.1 maintenance
 branch) and not the "netbsd-3" branch (feature branch which will
 eventually be released as NetBSD 3.2).
 
 You need e.g. this file:
 
 ftp://ftp.NetBSD.org/pub/NetBSD/NetBSD-daily/netbsd-3/200704220002Z/source/sets/syssrc.tgz
