Synopsis: Proxied ftp (re)fetch displays size wrongly

I've added code to NetBSD ftp 20070605 to enforce
that -R doesn't work with (http) proxies.
I believe that this should suffice to solve this specific issue.
(I may attempt to implement restart in proxy http/1.0 connections
in a future version of ftp, but that's outside the specific scope
of this PR and my current time constraints)
