The current etc/defaults/security.conf file says:
check_passwd_nowarn_shells="/sbin/nologin /usr/libexec/uucp/uucico"
but uucico is no longer part of the distribution, and the package
doesn't install uucico there.

Delete uucico from the list of exceptional shells.
