 It's obviously _not_ a fresh installation, or something went very wrong
 during the installation.
 
 My guesses:
   - power cut/panic/whatever and the directory was removed by fsck for
     some reason
   - upgrade from a previous release without proper postinstall
   - ran out of space during installation
   ...  there are probably plenty of other possible reasons, including
        but not limited to the pilot error, of course.
