assertion is broken because it can catch sockets during lock mutate.
we can reduce the race window but it is not clear how to make the
assertion completely safe. possibly, the side that is mutating the locks
could be made to hold _both_ locks if DIAGNOSTIC when mutating. there are
lock order issues to consider.
summary: not a bug for debug-free kernels.
