It is not fixed in 4.0, and realistically at this point probably won't be.
The commit referenced in PR 38708 isn't the only needed fix; there's at least
one other and maybe more (IIRC). If someone wants to track it all down and
merge it into 4.0 (which may not be trivial) and get it running, I'll help
get it pulled up; but the path of least resistance is definitely to just
run 5.0.
