 The following workaround fixed it for me:
 
 ln -s /usr/X11R7/lib/X11/xkb /var/db/xkb
 
 I think that's the default value for XKM_OUTPUT_DIR which we don't
 explicitly define in xsrc/external/mit/xorg-server/include/xkb-config.h.
