Yes, there's a comment in tools/Makefile saying that "SUBDIR= a b .WAIT c"
will cause the build of c to wait for installation of b, but not to
wait for the installation of a.

I think your patch is fine, and I agree that a rewrite of the
SUBDIR-related magic in tools/Makefile would be a good idea.
