From a unprivileged user account execute 

$ passwd

Unable to change auth token: permission denied

The file permissions on passwd are
$ls -l /usr/bin/passwd
-r-xr-xr-x  3 root  wheel  23892 Nov 21 20:58 /usr/bin/passwd

Should this be suid?
