Cross-building the tools fails on my Debian GNU/Linux system:
./build.sh -U -M /tmp/build -m amd64 tools
gives the error:

I suspect that the problem came up after an update of texinfo:
$ makeinfo --version
makeinfo (GNU texinfo) 5.1

Run build.sh tools on a system with texinfo >= 5.
