Yes, you said "Safari", which is the name of Apple's web browser. It exists on quite a number of MacOS X / OS X / macOS releases going back quite some ways, including macOS 10.13 (High Sierra) as well as macOS 10.14 (Mojave, which, as you say, is still in beta).
As I said, I am unable to reproduce this on the macOS 10.14 preview, and I just double-checked one of my other Macs running 10.13.6, and I can't reproduce it there, either.
I suggest you check to see if you've set the User Agent setting in the Safari "Develop" menu to something other than the default (although I just tried setting it to present as the iPhone user agent and the page loaded as before, so *shrug*).
