It was set to the default value of `sw-bug'.

When trying to execute a NetBSD-i386 0.9 a.out image, it gets
a SIGSEGV.
Note that due to PR kern/55037 you need to use a non-built-in
compat_netbsd32 module to reproduce.

Build a NOCOMPAT amd64 kernel from current sources, install,
modload compat_netbsd32 module, and try to run an old 0.9
a.out image from NetBSD-i386
