and that is because in tsc_setfunc(struct cpu_info *ci)
ci->ci_feat_val[i] = 0x0 for i in {0,..,7} (X86 CPUID feature bits)
as are the other entries such as ci_vendor
so ci isn't null, but it points to an empty cpu_info
