(or to tech-install if you prefer, where more detailed discussions of
installation issues should happen).
However, this has been discussed before and the problem only happens if
you have a *broken* IPv6 setup. In an environment with *no* IPv6 setup
the ftp download will fail to connect to the IPv6 address immediately,
and in any sane network of course it also works immediately.
There are various (differing) opinions around this, my personal favorite
solution is for ftp(1) to implement happy-eyeballs.
The consensus so far has been to expect the user to fix their IPv6 setup
or disable IPv6 completely (at the network layer, not in the installer).
