Thanks for your mail. It is a familiar issue, and I found that 
this was already raised in ERN 54
http://www.opengroup.org/austin/aardvark/finaltext/xshbug.txt

Basically, in the 1997 edition, the system interface page and the system
header page had different prototypes, and these were reviewed
at that time and it was agreed to correct the synopsis 
to be consistent with the header.

The decision was taken before to reject ERN 54 in finaltext...
