Subject: Boot Blocks and "Read Error"

Well, I broke down and used Norton's disk editor to look at my drives
to see what was up with the boot blocks and partition... The partition
seems to be correct, but I see the "Read Error" message in the boot
blocks.
So what causes the boot blocks to decide that there is a read error?
And for that matter, has anyone written a standalone disk editor?
