A non-elegant solution is to run HylaFAX on the modem, which will "take over"
the modem and fire up a getty when needed for incoming and gracefully get out
of the way when outgoing calls are made.  It's certainly a non-optimal solution
though.

I've seen a few posts from people who have callout device support working.
You might check the mailing list archives for that.
