Your problem is that /sys/arch/i386/compile is missing, because
your source tree is incomplete. What you need to do is:
# cd /tmp
# ftp ftp.netbsd.org
...
ftp> cd /pub/NetBSD/NetBSD-1.1/source/ksrc11
ftp> bin
ftp> prom
ftp> mget ksrc11.*
ftp> bye
# cd /usr
# cat /tmp/ksrc11.* | tar zxvf -
Then you will have a full source tree, including
/sys/arch/i386/compile.
