Hm... That syntax looks a lot like what I recently set up for my XTerms, but
it looks subtly different. Maybe you've got your syntax slightly off? Here's
an excerpt from my .Xdefaults file. Maybe it'll help.

XTerm*VT100*Translations: #override \n\
        <Key>F11: string(0x01) string("0") \n\
        <Key>F12: string(0x01) string("0") \n\
        Alt <Key>1: string(0x01) string("1") \n\
        Alt <Key>2: string(0x01) string("2") \n\
        Alt <Key>0: string(0x01) string("0")
