  Yes I found a site with the manual is online, it wasn't made clear if
xntpd uses the servers as references to check time drift or periodically
syncronizes off of on one of them.

xntpd is very complicated and does a lot more that just check a time
server and set the local clock.
It seems that even without servers, it can perform something like a code
equivilent to a PLL.
