Hi. Just put the line:
umask all 022
into your /etc/ftpd.conf (creating it if it doesn't already exist). This
will default to "-rw-r--r--" permissions for all classes of users. See
the umask man page for a bit more about how umasks work (the chmod man
page might also help).
