Subject: Why doesn't xntpd resynchronize?

I have xntpd configured to use half a dozen time servers. If I restart
xntpd while connected to the Internet, it will synchronize the clock
within a few minutes as expected. When I disconnect, the system log
shows messages:
xntpd[ddd]: sendto(xx.xx.xx.xx): No route to host
When my system later calls back into the Internet, the log shows:
xntpd[ddd]: Connection re-established to xx.xx.xx.xx
but even after waiting more than half an hour, xntpd still doesn't
synchronize to the time servers! xntpdc -p shows:

but xntpdc's iostats command shows that packets are being sent and
received. Why can't it synchronize the clock again? And, BTW, what
does the local address 5.0.0.0 mean?
