Hm. I use this:
alice# grep pop /etc/inetd.conf
pop3 stream tcp nowait root /usr/local/etc/popper popper -s
alice# grep pop /etc/services
pop2 109/tcp postoffice # POP version 2
pop2 109/udp
pop3 110/tcp # POP version 3
pop3 110/udp
and telnet localhost pop3 works. Did you kill -HUP the inetd?
