This file is only used when the system is booted. The /etc/rc startup scripts
uses this file so it knows what commands to load at system startup and what 
options to use if any.

> /usr/pkg/etc/named.conf

That might be a compile time default. What happens when you
type named -c /etc/named.conf. You can always copy the /etc/named.conf
file to the /usr/pkg/etc/ directory or create a link in the /usr/pkg/etc
directory to the /etc/named.conf file. 

cd /usr/pkg/etc
ln -s /etc/named.conf .
