Subject: howto ftp into 1.5 machine?

Since updating to 1.5 I cannot ftp into the machine while I can ftp out:
"ftp: connect: Connection refused" on the remote machine.  This is between
machines on the same internal lan, not through a firewall or proxy.  Was
some access file added since 1.4.2?  TIA.
