You can just do an upgrade, there won't be any need to upgrade any
packages just because of the system being upgraded.   If you get an
upgraded pkgsrc though, and upgrade some packages (or just install
new ones) that might require some previously installed packages to
be upgraded.

Just do an upgrade, instead of a new install - the latter will rebuild
all the filesystems which wouldn't be good.
