I've only done this a half dozen times or so, so I could easily be
wrong, but I think you don't have a filesystem on the drive. The
only times I've seen that message, I had either misidentified the
device or hadn't run newfs.  

I'd disklabel(8) the drive again, and use newfs(8).  

I figure, how likely are you to get better (NetBSD) advice on a
Sunday afternoon?
