A little austere, isn't it?  Take a look at the on-line docs, particularly 
the handbook.  I think that'll help.  I think the idea is that the
Installation Guide is just that: a guide to installing the OS.  Is it
"installed" when it boots?  I don't know.

Have you seen http://www.obfuscation.org/ipf/ipf-howto.txt?  

see also /usr/share/examples/ipf, especially mkfilters(1).
