Subject: Installation problem with NetGear cards

I have recently rebuilt one of my systems around PCI-based hardware, and
find that I am unable to install NetBSD using (at least) the latest boot
disks.
I have tried two different network cards from the same manufacturer (NetGear)
to no avail, with different results.
With either card, I can ping by IP number.
With the FA311, trying to FTP by hostname, I get "No address associated with
hostname", and by IP number, "cannot assign requested address", or something
that is phrased similarly.
With the FA310, trying to FTP simply times out. A tcpdump on another machine
in my local network shows that the FTP server tries to communicate with the
machine I am trying to install, but the machine does not respond and therefore
times out. It does appear capable of resolving hostnames, though.
I have the ifconfig results for the two cards, in case that has any bearing:
FA311:
sip0: flags=fbff<UP,BROADCAST,DEBUG,LOOPBACK,POINTOPOINT,NOTRAILERS,RUNNING,NOARP,PROMISC,ALLMULTI,SIMPLEX,LINK0,LINK1,LINK2,MULTICAST> mtu 1500
address: a0:8e:3f:c3:98:a8
media: Ethernet autoselect (10baseT)
status: active
inet 62.49.246.84 -> 62.49.246.95 netmask 0xfffffff0 broadcast 62.49.246.95
inet6 fe80:1::1 -> :: prefixlen 64
inet6 ::1 -> ::1 prefixlen 128
Note that this card appears to be configured with lots of flags and for a
range of IPv4 addresses.
FA310:
tlp0: flags=8843<BROADCAST,RUNNING,SIMPLEX,MULTICAST> mtu 1500
address: 01:e0:dd:fe:ff:be
media: Ethernet autoselect (10baseT)
status: active
inet 62.49.246.84 netmask 0xfffffff0 broadcast 62.49.246.95
inet6 fe80:1::d41d:8cd9:8f00:b204 prefixlen 64
This looks a lot more sane.
If any additional information is required, I will try to provide it. I have
ruled out a defective FA311 by temporarily substituting a known working one
out of another system and getting the same result. I have machines running
other operating systems with both models of card, including an almost
identical hardware configuration running OpenBSD, which installed easily
with no network problems.
I really do hope someone can help me as it's not the same not having a
NetBSD system up and running.
