Okay, my PPP woes appear to be resolved. Thanks to Al, Dave, Jeremy (alphebical order) and
everybody.

Here for the sake of saving any archive divers the trouble to read all prior posts, is
the grand summation:

There were two problems. The first problem affected all upload activity over PPP. But in 
particular, it messed with PUT in FTP and SEND in both SENDMAIL and SMTP. The second problem
affected only SENDMAIL. Here are the problems, tests, fixes...

Problem 1: Asymetric behavior of PPP over USRobotics 56K Fax external modem (not used for
           fax in this case, though). All downloads were okay: email and ftp. Only very
           small uploads survived. Any upload activity (email or ftp) would fail if over
           2KB in size.

           Symptom: ifconfig of ppp0 showed mtu of 1514 versus 1500.

           Solution: edit /etc/ppp/options to include "mtu 1500" and "mru 1500" each on
                     a separate line, and sans quote marks.

Problem 2. After above fix, SMTP from KMail would upload fine. And a PUT on FTP would
           also work. But SENDMAIL from MUTT would not connect.

           Symptom: sendmail's config stuff found in /etc versus /etc/mail.

           Solution: move the files genericstable, genericstable.db, sendmail.cf from
                     out of /etc and into /etc/mail; then move printed hardcopy of
                     The NetBSD Guide (from last Spring) from out of my three-ring
                     binder and into the trash bin. Finally, bookmark on-line version
                     of The NetBSD Guide for all further reference. (Alas, I cannot
                     study it during lunch, that way...)

Problem 3. Erratic behavior of frontal lobe synapses due to composing irate email on
           three hours sleep.

           Symptom: total failure of customary net decorum.

           Solution: Turn off computer. Lock keyboard on 24-hour time vault. Re-read any
                     novel by Jack Vance during the interum. Forswear any future flaunting
                     of way-cool NetBSD stuff to boss until you've had it running for at
                     least a week past the install date, and no embarrasing hang-ups exist
                     to spoil the effect.
