man -k wscons - add a

wscons=YES to rc.conf, and read
man wscons.conf

You need to co-ordinate /etc/ttys and /etc/wscons.conf if you want to
enable more VTs.

wscons=YES not in rc.conf?
I'm not sure restarting wscons will help you once you're multi-user..?
