This is not an Apache HTTPD FAQ.
That error is from that rc script. In particular, the /etc/rc.subr
"checkyesno" function.
This should be a NetBSD FAQ.
So set "apache=YES" in your /etc/rc.conf or use:
/usr/pkg/etc/rc.d/apache forcestart
