Er, never mind. I wrongly assumed that upgrading from a CD-ROM 
upgraded /usr/src. I now see that the dates on my /usr/src are pretty 
old. I guess that I also need to install from 
<ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-1.6/source/sets/>.

More downloading, more untarring....
