The CHANGES-1.5.x files only appear in the netbsd-1-5 source after the
1.5 release (i.e, it's for 1.5.1, 1.5.2, ...).

In the netbsd-1-6 CVS branch, the CHANGES-1.6.x files are in doc/
instead of the top-level.
