The makefile is somehere else, /usr/src/usr.sbin/racoon/

Build for this are spread accross the tree, in /usr/src/lib for libraries,
/usr/src/*bin* (and maybe libexec) for commands

No 'make build'. Run build.sh See /usr/src/BUILDING for details.
