Have you read the NetBSD diskless howto? There's a section on setting up a NFS 
server in there. It's primarily intended for setting up a boot server for 
diskless machines, but you should be able to distill the information you need 
from there. See http://www.netbsd.org/Documentation/network/netboot/nfs.html
