I wound up extracting the tars with the command line
tar -zxepvf foo
(finally read the manual)
This still did not help. When I shutdown NetBSD-2.0 I
noticed the message:

wall:you have write permission turned off

this is from the install kernel. Could this be pointing
to the problem?
