i asked my provider to make the mailinglists available as nntp-news. Is
there a policy or FAQ he has to consider?

What is the right Mailinglist to discuss that kind of stuff?

The newsgroups would be available on the ONN (OpenNewsNetwork,
http://www.open-news-network.org/).
