This is because it tries ipv6 before ipv4, and you don't have a ipv6 route.
It's harmless.

In the browser's preferences, or in environnement variables:
setenv ftp_proxy http://proxy.cz.schrack.lan:8080
setenv http_proxy http://proxy.cz.schrack.lan:8080
