I need some solution where I can remotely manage PCs that are likely to 
stuck early in the booting phase. Powering off/on would be nice, BIOS 
access too. Are there solutions that

  * are available as PCI cards instead of external boxes
  * allow access from a NetBSD box, i.e. not use some Java or proprietary
    (Windows/Linux-only) access software
  * is affordable?

Any hints welcome, thanks a lot!
