From what I recall, the SCTP code is separate from KAME, but has a dependency
upon it or at least some type of IPv6 stack. You might want to ping Randall
Stewart <rrs@cisco.com> about this, as he was the primary author of the SCTP
implementation which went into FreeBSD, and could probably give you insight on
what would need to be done for NetBSD....
