Anyone with a working stand-alone NetBSD box can use send-pr
regardless of internet connectivity.

1) run send-pr and fill out the yucky form

2) submit the bug, you will get a mail bounce

3) write out the bounce to a file and chop off everything up to
   "To: gnats-bugs@netbsd.org"

4) copy this to a machine on the internet and stick in an emacs buffer,
   set mail mode on and type in the "--text follows this line--"
   after "Subject:" and hit "C-c C-c".

Works for me.
