I've never used fluxbox.  In fvwm2 I use

Style "*" SloppyFocus, NoTitle

And then I set up keyboard-mouse bindings so that I can
move/resize/raise windows.


The x11/xnodecor package *might* do what you're looking for
(I've never used it).
