I'm not familiar with /etc/inputrc. I suspect the canonical way
to do this is to create a customer file, say,
/usr/share/wscons/keymaps/mymap with the single line:
keycode 211 = KP_Delete
and then add the line
mapfile /usr/share/wscons/keymaps/mymap
to /etc/wscons.conf.
(But I haven't tried this).
