This is confusing.
Which is the PROPER CVS tag to get 3.1-RELEASE and only bug fixes and 
maintenance..Nothing 'new'.

netbsd-3-1-RELEASE
netbsd-3-base
netbsd-3-1

When I use these I get different src code...so  I am confused.
