You could do it with mknod, you need follow this steps:
1. Look what kind of file you want to built:
ls -l /dev/tty
crw--w---- 1 userx tty 0, 92 Oct 26 10:18 /dev/tty
2. create a file with this features:
cd /opt/chroot/sshd/dev
mknod tty c 0 92 user:tty
you must to repeat the values from the "original file"
