Hi Cwr,

far from being able to answer exhaustively (I also dropped off 
sometime), here's a few updates I recall, some may even be older than 3.x:
  - no sendmail anymore by default, but postfix
  - sysupdate in addition of etcupdate
  - netbsd's new-style ramdisk: miniroot

  - memstick install media 
(http://ftp.netbsd.org/pub/NetBSD/misc/jmcneill/mkmemstick.sh)
  - LVM in current (otherwise there's a package)
  - boot -z to boot the userland silently
  - ...
