many packages probably have a cups OPTION, so you could try:
PKG_DEFAULT_OPTIONS+=    -cups

I'm not sure how you could deny build/install of packages if they
explicitly required cups, though.

Maybe a hack in the vulnerability database or something could be a
local hack to deny packages?
