Uhm...I don't think so, because on a virtual machine of mines it shows:

16 partitions:
#        size    offset     fstype [fsize bsize cpg/sgs]
 a:   4192256      2048     4.2BSD   2048 16384     0  # (Cyl.      2*-   4161*)
 c:   4192256      2048     unused      0     0        # (Cyl.      2*-   4161*)
 d:   4194304         0     unused      0     0        # (Cyl.      0 -   4161*)

Moreover it does not seem to be documented that disklabel counts
partitions in such a way, but I could be wrong. Or I'm running
disklabel with different flags.
